So after entering your Sign In credentials on the E*Trade page, and clicking on Continue, can you see files available for import? Once you select them, you can't Confirm because the button is grayed out?
If that's what's happening, try disabling your anti-virus programs and retrying your import. Here's How to Turn Off Anti-Virus Programs.
You could save your current tax file and try uninstall/re-install.
Since we can't see your return, or know your computer/system configuration in this forum, all we can do is pass on what has worked for other users. I haven't run across a situation exactly like yours in my search. Have you tried reaching out to the techs at support? Here's how to Contact TurboTax Support. Possibly they could get you back to a version of TurboTax prior to the update. Here's how to do a Manual Update.
Since you've been successful in prior importing, it is strange that you can't continue to do so. If you can download a PDF copy of your outstanding accounts, you can make a manual entry for totals in the 1099-INT/DIV sections, and here's How to Enter a Summary in Lieu of Individual Transactions for your 1099-B's.
