I would delete the Form 1099 that has foreign income on it and delete Form 1116, and re-enter them both. 

To delete your Form, you can use the steps below.  This is an example using a Form 1099-INT but it will work the same if you have a 1099-DIV.

For TurboTax Desktop:

1. Open/continue your return
2. Click on "Search" 
3. And in the search bar type"1099-INT"
4. Select "Jump to 1099-INT"
5. It'll take you to a screen that shows your Form(s) 1099-INT that you have entered.
6. Next to the Form 1099-INT you want to delete, click on the (down-Facing) caret
7. Click on the "garbage can" to delete this form

For TurboTax Online:

1. Open/continue your return
2. Click on magnifying glass for Search in the top right of your screen
3. And in the search bar type"1099-INT"
4. Select "Jump to 1099-INT"
5. It will take you to a screen that shows your Form(s) 1099-INT that you have entered.
6. Next to the Form 1099-Int you want to delete, click on the (down-Facing) caret
7. Click on the "garbage can" to delete this form

To delete Form 1116, you can do this using the steps below.

To do this in TurboTax Desktop, you will:

1. Open your return
2. Click on "Forms" at the top left of your screen to switch to "Forms Mode"
3. In your left panel click on  "Form 1116", it will show in your right screen
4. Click on "Delete Form" at the bottom of the form.

To do this in TurboTax Online you will:

1. Choose Tax Tools option on the left menu bar in the federal section of TurboTax
2. Choose Tools
3. Under "Other Helpful Links" choose "Delete a form"
4. Find Form 1116 click on the option to delete it
