You cannot get the refundable additional child tax credit unless you have income from working. You say you are retired. There has only been one tax year in which you could get the full CTC without income from working. That was for 2021, but the tax laws changed for 2022 and 2023. Now you can only get the amount of credit that will reduce your tax liability to zero if you do not have income from working.
