What is your filing status?  Are you a resident alien or non-resident alien?

Which country?  Is there a tax treaty with your country?

If you are a resident alien, then the below applies.  If you are a non-resident alien for tax purposes, then you would need to file form 1040-NR which TurboTax does not support.  You can use Sprintax.com to file your 1040NR as there are differences in the laws for the the 1040 and 1040NR.

A scholarship is taxable if used for anything other than qualified education expenses.

A stipend is generally taxable as it is usually used for non-eligible education expenses such as room and board.
