The IRS put that page there--not TurboTax. And if you look at a "regular" Form 1040 you will see a little spot on the lower half of page 1 that shows the standard deduction amounts. Since they made everything bigger for the 1040SR they went all out and gave you a whole page of big print with those amounts instead of the little version on the 1040 that some of us need a magnifying glass to read.
