No. If you do not have income, you cannot file a tax return. Without income, for tax year 2022, there are no credits available. The refundable Child Tax Credit without income was a one time thing for 2021 only. This means, even if you did try to file a return, you would not get any type of refund even if you claimed your kids.
If you, yourself, had no income, you would only be able to file a tax return if you filed it joint with your husband.
