Yes. State withholding not entered on a W-2 or 1099 is limited to three states in Other Income Taxes Paid in 2021.
You can have more than three states in the Summary of Taxes Paid to Other States in New Jersey. To add additional states tap Add Another State or Jurisdiction.
Entering withholding for four of more states would depend on the states. The amounts from federal would transfer to the individual state returns, so you could not, for example, lump all the withholding into New York.
For many states, there is no option other than the federal section to enter tax paid on your behalf without overriding the actual forms.
You may be able to enter the withholding in another category such as Balance due on your 2020 state taxes paid in 2021. It depends on the flow of the individual state.
