No, it does not have to be approved, it just must be accepted. It sounds like they are going to change your refund amount.  This is happening a lot this year.  If you look at line 30 of your return and it shows $1,400 or multiples of that depending on the number of people in your family or line 28 and it shows a full Child Tax Credit, this is likely what they are saying was entered wrong.

 

Many people received the $1,400 stimulus payment in 2021 and/or the Advanced Child Tax Credit payments, but then on their return, they enter that they did not receive anything.  The IRS records show they did receive it, so the IRS is changing your refund amount by deducting the amount that they show you already received.
