Not sure what you are seeing that makes you think the system is insisting that you received the 3rd EIP payment. You are ASKED in the Federal Review section for the recovery rebate credit if you received the 3rd EIP payment. People who received those payments also got letter 6475 for the stimulus payments. If you know that you did not receive the payment of $1400 per person that went out sometime after mid-March of 2021, then you can say no that you did not receive it. Then it will end up on line 30 of your Form 1040 so that you get it as part of your refund.
