You should answer "No" you did not receive the third round stimulus payment. Your parents were eligible for the stimulus payment, but you were not because you could be claimed as a dependent. You are now eligible based on your 2021 tax return. See question C9 in this IRS FAQ.
Note: your parents are not required to pay back any stimulus payments received.
