TurboTax will give you the higher of the standard versus itemized deductions. The standard deduction for federal taxes is generally higher than the standard deduction for most states.
Because of this, you may not have enough deductions to itemize for federal, but the deductions will be high enough so it's better to use itemized deductions for state.
Additionally, some states allow some itemized deductions that are no longer allowed for federal taxes.
Using standard for federal and itemized for state let's you maximize your deductions.
