I also got the message you received when tested.  I decided to see what I needed to do:

1. Clear cache, cookies and browser history

   1. Here are the official instructions for the most popular browsers:

      • Google Chrome
      • Mozilla Firefox
      • Microsoft Internet Explorer 11 (use the drop-down on the upper right corner of that page for earlier versions)
      • Microsoft Edge
      • How to delete cookies
2. I refreshed the page (I did not try this before clearing CCC above, but you can try it on the error message).
3. I was able to submit and receive email confirmation.
