If your letter 6419 indicates that all of the advance CTC payments went to you that is what you have to enter on your own tax return. If your spouse receives a letter 6419 he has to enter the amount that is on his own letter.
Depending on his income, he may or may not have to repay any of it if he is not claiming the children for 2021.
The IRS is not going to sort out private agreements and deals made between parents/relatives, etc. who shared those payments in various ways. If you enter less than you received, it will delay your refund--possibly for months. You should be able to get the "other half" of the child tax credit for the qualified children who are claimed on your 2021 tax return. The amount you get will show up on line 28 of your Form 1040.
