Sorry, don't remember exactly where right now - I think it depends on which type of 1099-G it is (state tax refund, CCC payments, etc.).  I am pretty sure there is a place in the Income section of Turbotax that specifically asks if you have a 1099-G to report.  It even asks for the codes in certain boxes and uses that to place the income in the right place.

 

It looks like yours is a CCC, and if I remember correctly, I reported it in that earlier Income section - before I even got to the Farm (own or rent) section - and then when I got there (the farm section), there was the 1099-G information correctly placed for me.
