In only one of the cases above, was it clear whether the user was using the "Desktop" software, or the "Online" software. (only the person on a server system, was it obvious they were using Desktop software)
For people using the "Desktop" software, clearing cache or changing browsers is a totally useless action and has nothing to do with the problem. The solution for Desktop software users is usually a Run as Administrator setting. Even when installed as an Administrator, some users, for some strange reason, have an internal setting to make to clear up the situation as follows:

.......TTX should only be installed and run as an Administrator.....not in some guest account without administrator privileges...but it's hard to know each person's exact setup.
But even if you did that already, there is an internal setting that sometimes needs to be implemented also.
So...Save your tax file and Exit TurboTax....then:
1) right click TurboTax 2019 icon
2) Select … Properties
3) Select the Compatibility tab
4) In the "Settings" box … check the box to "Run this program as an administrator"
5) Apply...OK...then restart the program and try again
...and make sure you are only creating and storing the tax files on your computer's hard drive, and not on some remote serve, nor on a USB connected drive that is not your main system disk.

This has fixed the problem for a number of "desktop" software users now.
(but if you are using the "Online" software thru a browser connection..I have no other help to offer other than what has already been suggested by others)
