No bug.
If the child is over the age of 17 in 2019 then they are no longer eligible for the Child Tax Credit.
Or you may have answered a question incorrectly when entering the child as your dependent. Go back through the My Info section and review your answers for the child. If you answered the questions exactly the same as the other dependents and are not seeing the CTC, then delete the dependent and re-enter.
