  1. You are correct, you generally are not eligible to contribute to an HSA when you are covered by an HRA.  The HRA is considered "other medical coverage" unless it is a limited purpose HRA.
  2. Yes, you can use distributions from your HSA to pay for qualified medical expenses that are not paid from your HRA or insurance and not included on Schedule A in figuring your medical expense deduction.
