Where did it say federal must be mailed and state efiled? Can you post a link? Is it for New York? Yes NY says you have to efile but that's only if you efiled Federal. If you can't efile Federal for some reason you don't have to efile state.
Or maybe it was talking about paying a tax due or how you will get a refund?
