State tax filing
If you do not have California income, then you do not have to file a return. You question is unclear about your residency. If you earned income in North Dakota while a ND or TX resident, then nothing is taxable to California. Social Security disability benefits are not taxable to CA.
If you were officially a California resident while earning income in ND, then your ND income would be taxable to ND and CA. ND because you worked there and CA, because that state was your official residence. In that case, file a non-resident ND return and a resident CA return.
If you were a part-year ND resident, you would only have to file a part-year ND return.
