You should not file an amended tax return unless you already filed an original tax return.
In the Virginia section of the TurboTax program, under the page A few things before we wrap up your state taxes you will see a category under Other Forms for Amend a Tax Return. Click Start, and check the box for I don't want to amend my 2019 Virginia return.
