No, having your state refund offset does not mean your federal refund will be offset.
To see if IRS will keep your refund for student
loans or other debt, call (800) 304-3107, for the US Treasury's
Bureau of Fiscal Services.
I also suggest you call your state tax agency to confirm how much and why they are garnishing your refund.
