State tax filing
i.e a new W-4 could increase your Federal withholding, and get a greater Fed refund next year......and yeah, that could be used by you for paying DE later.
.......but you'd still have to wait for the Federal refund to be issued if you didn't have enough saved up to simply Pay DE what is owed at tax time. (you can't have a Federal refund directed to DE...you have to get it yourself, then pay DE separately)
BUT, since the W-4 form has brand new layout this year you'd have to monitor whatever Federal withholding changes the Employer actually makes..then readjust if it won't at least match what was withheld in 2019 (assuming he exact same income as in 2019)....that's kind-of a crapshoot guess.
