State tax filing
That's hard to know...but if you got a PA refund of anything this year...that won't work for DE. DE only allows a credit for :
1) what PA keeps of your PA withholding...not always the total of what was withheld for PA.
and
2) Since DE tax rates can be higher than PA (DE tops at ~6% vs PA's flat ~3%, and that depends on your total year's income) , your actual PA taxes paid and credited to DE may never make up for the extra tax DE asseses.

Options:
1) If you (or working spouse) has other DE W-2 income for which DE withholding can be done, try to increase the withholding for that income.
2) Start paying in some DE Quarterly estimated taxes to approximately match what extra you guess you would owe at tax time next year : You can get the forms to download, or arrange to make each single payment before each Quarterly deadline ( at say $100/Quarter?) by starting here:
