State tax filing

All three (a, b, c) must apply before you are required to file a Colorado tax return.

 

Only a "bad thing" if you had enough Colorado income in prior years to create a liability (tax owed) and did not pay.  That would mean you may owe Colorado money.

 

On the other hand, depending on your income and whether you had Colorado state taxes withheld, you may have a refund for prior years that you never claimed.

 

To find out, you would start an amended tax return for prior years, add the state return, and see the results.
