State tax filing
I suspect you will need to file NC and NJ part-year tax returns.
The NC filing requirement is based on your Federal Gross income for the entire year, not just the NC portion.
Chart on this page (of course, you have not indicated your Federal Gross here, so I really can't know):
https://www.ncdor.gov/taxes-forms/individual-income-tax/individual-income-filing-requirements#Filing
Naturally, even if you are under the Federal gross limit for NC, you won't get any NC withholding back unless you file a NC part-year tax return.

1) In the Personal Info section, you must indicate you were a resident of NC on 31 Dec of 2019, and indicate you moved from NJ....whenever. That will trigger the Part-year tax returns for both states
2) Then enter ALL of your Federal information first...every scrap needs to be completely filled in before you start eh State sections.....because your state sub-allocations of wehr $$ were earned are based on the Federal numbers.
3) Don't know how NJ does their NJ-PartYear....but the NC interview will present you with the Federal $ amounts, and then require you to "allocate" what sub portion was earned or received after you became an NC resident. That entry is usually only in the NC-PY Column. ( The NC Non-resident column probably needs to be all zeros. the NC Nonresident column is only used if you worked in NC, while living in a different state, and that usually only happens for a summer job, or a person living in a state bordering NC, where the worker crosses daily to an NC job).
Plan on spending a few weeks getting it right..don't rush. Print out your files, look for mis-allocated $$, then edit your allocations, and check them again..and again...and then a week later.
