Most all tax authorities follow the three year statute of limitations used in the federal tax code for amending a tax return that results in a tax refund. For tax year 2015 the amended return had to be filed on or before April 15, 2019 for a tax refund.
Check with your city tax authority to find out their rules for filing an amended city tax return before attempting to amend the city return.
