Not sure anyone here knows how to fix that, and phone support doesn't seem to be available for people living in Foreign locations

Still...you probably should just stop trying to mess with the State forms it until Mid-January, and to get the proper CA tax forms....
Right now, the Paper CA tax forms are not expected to be ready until sometime AFTER 6 January...
....and for e-filing purposes, none will be ready until After 8 January.
i.e, just run the main updates for your software every Friday until then, and maybe it will all get smoother.
(for e-filing, you cannot e-file CA until ALL the Federal forms for your e-filing are ready too. Like some of the foreign credits until after 15 Jan, and a scattering of Fed forms, not until late in January or even February)
