State tax filing

You should always complete your non-resident state first, so in your case DE. This is because you may qualify for taxes paid to another state in your resident state.

 

Sounds like you did PA first, so TurboTax doesn't know what your tax liability in DE is. When it is asking for your tax in each state, it is not asking for withholdings, it is asking for your calculated tax liability on your tax return.

 

I would delete both state returns and start the states over, starting with DE.
