It will not "hurt" anything if you change the W-2 to PA since there were no withholdings. So, yes, you can make the change on the W-2.
However, as you walk through the PA return, you should see a compensation summary. ON this summary, you can select edit and then add that income to the PA amount by selecting I need to make an adjustment to the taxable amount of this income if you are sure it is NOT included in the PA income.
If PA is selected as your home/resident state, this income should be automatically included as PA would tax ALL income from ALL sources regardless of the state it was earned in.
