State tax filing
You became a Connecticut resident for tax purposes as soon as you established your domicile (your permanent home) in Connecticut. You don't need a resident ID card.
For 2017, you will file as a part-year resident in both CT and NY (assuming NY was your previous domicile). TurboTax can handle this common situation. See this FAQ: https://ttlc.intuit.com/questions/1901227-how-do-i-file-a-part-year-state-return
