If you do not want to pay the state e-file fee of $25 then all you need to do in the File section of the program is indicate that you want to File by Mail.  Then on the following screen select you do not want to file the federal return at this time.  This will allow you to print the state return for mailing.

Go back through the File section of the program and you should see that you are not being charged anything, either on your credit card or paying the $40 processing fee when Pay with Federal Tax Refund is selected.
