State tax filing
If you work in PA but live in OH, then your employer should be withholding OH taxes. Ohio and Pennsylvania have a tax reciprocity agreement. This means, you do not have to pay state taxes to the state you work in, only the state you live in.
If your employer withheld taxes for PA instead of OH, then yes, you would have to pay taxes to OH but you would get a refund of the taxes you paid to PA.
You will need to file a PA nonresident return to claim a refund of the taxes that your employer withheld. Then you will file your OH Resident return and pay the taxes. You may be able to file your PA nonresident return and get your refund prior to the April 15th deadline and use that to pay your OH taxes. Ohio has a graduated tax rate, where PA has a flat tax rate. Depending on how much you earned, your refund may or may not cover your entire tax bill to OH.
You should ask your employer to switch the states that they are withholding taxes for to avoid this year after year. For 2025, since it is already February, you will have to file a PA nonresident return if they are continuing to withhold for PA this year if you want to claim a refund.
