They didn't sign it because that is an official TTX issued "Help" page......though isn't any help to you, it was something vetted by some kind of TTX supervisor.

Call Customer support during normal working hrs next week and see what they say about e-filing an amended VA tax return. They should have the most up-to-date info on whether it is possible or not.
