It's very likely that there are residual entries in the registry even after you uninstall the program, and this is keeping the state program from installing. I've faced this sort of problem in the past, and found that doing a COMPLETE uninstall, that cleans up all registry entries, resolves the problem. I use Revo Uninstaller, which is available free.
