tsabatman, what xmasbaby0 described in the answer above is what you do if the TurboTax interview sees that you have received a state refund on form 1099-G for 2023. TurboTax needs to know if this refund is taxable, so it asks about your deductions in 2022, as xmasbaby0 described.
