State tax filing

Opinion:  You have a mess.   You'd be better served by having your taxes done by a local professional this year.

 

(The one DC income/withholding while you were a MD resident, needs to be declared as MD income without MD withholding, and zero DC income with DC withholding for that particular W-2.  Some of those states/DC have special procedures&forms for that situation...but on a Part-Yr situation, I have no idea how that works out)

 

.....and NO, you cannot have a refund from one state auto-transferred to the other.   Refunds and taxes owed for different states...have to go thru you.
