Well...You didn't say so, but I would assume you are actually talking about Vancouver, WA.  i.e. Just across the river from Portland OR.

 

Thus, Not Vancouver Canada.

In that situation, at least for the state part of it, you will have to prepare and pay OR state taxes as a nonresident on those wages if you are living in Vancouver WA.

 

You will fill out a non-resident OR income tax return each year.  All your income will be entered at the start, but only your OR wages will actually be taxed after you allocate what was actually OR income during the state interview.   (Not sure about the Portland Municipal and Arts taxes though...they may, or may not apply to you).

You also didn't say what state you are thinking of moving from.   If moving to Vancouver WA from some place you are living now in Oregon (or some other USA state that is not WA, but has a state income tax), you will have to file a part year state tax return for the state you are moving from.....that gets a bit messier, but it's doable.
