Sorry but the state program fee will not be refunded if you can complete a return that can be filed even if you must mail in the return... at no time is efiling guaranteed which is why the state efiling fee can and will be refunded since you must pay it before knowing if the efile will go thru.
My issue is why you had to pay for the state program at all ? As already mentioned did the program you bought not include the state program ? And why did you voluntarily pay that fee if you believed you did not need to do so... that is when a phone call to TT support to get the state program pushed to you for free should have happened. Once you figure that out you may have a case against either TT directly or the place that sold you the incomplete program.
