State tax filing
The credit for tax paid to another state is dollar-for-dollar credit, so if you changed from $4,242 to $3,016 your tax would increase by $1,226 ($4,242 - $3,016).
If that was a larger increase someone would have to look at your return.
Changing the other state tax credit would only change numbers below the credit so it would not impact income, deductions etc.
It may increase an underpayment penalty if you owe tax.
You should always go through the other state tax credit section even if TurboTax auto calcs the number.
