It's not clear as to exactly what you are trying to do. (or why you are trying to use that particular .exe file)
If you have "Desktop" TTX 2022 installed already, the vast majority of most states tax forms will not be available for download until mid-late January of 2023. (there might be occasional exceptions, but TTX hasn't even posted their 2022 state list yet, and I don't expect they will until....maybe...later in December of 2022...or January 2023)
