State tax filing
You should have received a form 1099G from VA showing your state refund. You would enter that form information in the "Income" tab in the "Other Common Income" section using the "Refunds for state/local..." topic.
After entering the form information you will be asked follow up questions about your 2020 tax return.
If you used the standard deduction in 2020 your refund will not be taxable. Similarly, if you elected to use the state sales tax deduction instead of state income tax deduction, your refund will not be taxable.
If neither of those apply you will be asked questions about your 2020 schedule A amounts to determine how much of your refund may be taxable.
