Did you move? If you moved from a state without an income tax, such as Florida, to a state with an income tax, such as Georgia, then only part of your income will be taxable to GA.
The same thing may happen if you lived in a state without an income tax, but worked for part of the year in a state with a tax.
Last, it's possible your employer made some type of mistake. You should ask them about the difference.
