TurboTax is giving you that message because you are entitled to a credit for Illinois tax paid on your Indiana return.
Try completing Illinois first again and then Indiana.
- In Indiana, say YES when you get to Credit for Tax Paid to Other State or Country,
- Select Work on Credit on About Credit for Tax Paid to Another State
- On Tax Paid to Other States Summary you should see IL and a number for Total Tentative Credit.
- If you do not, click EDIT and enter numbers from your IN tax summery.
- To see your summary, select Tax Tools in the left column
- Then Tools
- Choose View Tax Summary in the center box
- In the left column, choose IL Tax Summary
- Write down your Taxable net income and IL tax
- Click back and return to the IN
