The question is likely asking you what part of the TAX YEAR (2020) you lived in California for the tax return you are preparing for that year. So you will file a part year state return for CA and a part-year state of MI return.
And....are you using 2020 software for your 2020 return? You cannot use the online program for a 2020 return. Online is only for 2021 returns.
