The "name of taxpayer generating the credit" on California Form 3554 is the name of the qualified full-time employee that you hired to work in a designated census tract, pilot area, or former economic development area, known as the Designated Geographic Area (DGA), and for whom you receive a Tentative Credit Reservation (TCR) for that employee.
