IF MI notified the IRS that they want to attach part or all of your Federal refund, they may do so. I'm sure there is some kind of legal steps they must do first..
But you cannot direct the Federal refund to MI for past taxes due....you would have to get the Federal Refund, and then send it to MI separately.
