You're in the right place. The format of that sidebar is not ideal.
When you first log in:
- Select Personal Info [Continue]
- The left sidebar will populate
- You may not see Tax Tools yet
- Be sure the arrow next to Federal is up
- Scroll down on the menu
- This will review Tax Tools half way down the sidebar
