Your own description that you amended in order to add an IP PIN is the source of the confusion. We cannot see any of your information or your tax returns, so we only have what you tell us to go on. We do not know if you finally successfully e-filed a timely 2023 return that needed to be amended for some other reason at a later time, or if you simply lack understanding of what amending a tax return means.
You can keep trying to e-file---likely with no success-- or you can print sign and mail your return.
