Does the first part of that sentence refer to a Federal refund? And does the second part of the sentence imply that you have already received your state refund and no fees were taken out? I'll comment more on fees lower down in this posting.
If you efiled, double-check to be sure the returns were efiled successfully and accepted. If you used Online TurboTax, you can sign into your Online Account and check the efile status at the Tax Home. What word is used there for the status: accepted, rejected, printed, started, ready to mail, or something else?
If that showed your efiled Federal return was accepted, you can use the "Where's My Refund" tool at the IRS website below to check on the status of your Federal refund. Is there any message there?

If it says your return is still being processed, we can tell you how to phone the IRS to see if they can tell you anything about the delay.
Here are some tips when using that IRS tool:
- Be sure you enter the correct tax year, SSN, and filing status.
- Be sure you are using only the Federal refund amount. Do not include any state refund or any total refund or net refund (Fed and State) that TurboTax may have provided on a summary screen.
- Look at your actual Federal return to get the Federal refund amount to use in the tool, i.e., your Form 1040, Line 35a.
As for paying for your TurboTax fees, did you originally choose to pay your TurboTax fees out of your Federal refund? Normally that's paid out of the Federal refund, so your email that mentioned paying it out of your state refund is confusing. In any case, because of the Federal delay, did TurboTax go ahead and debit your bank account for its fee? Whenever there's a prolonged delay, after a certain amount of time, TurboTax would want to be paid and would notify one to pay or else it would debit one's bank account.
