TurboTax is the software that you used to prepare an income tax return; it has been several years since TurboTax issued those TurboTax debit cards for users to have their tax refunds deposited to---TurboTax is not even issuing new ones now.   But your account is active and you are using the card, which is fine, for whatever you are using it for.  

 

But now you are just using that card like any other debit card that was issued by a bank.  The software company that you used to prepare a tax return cannot help you with banking issues.   You have to sort this out with the bank that wired a deposit to you and the bank -- Green Dot--  that holds your account.  You cannot expect the tax software company to sort this out.
